A landmark plan for up to 15,000 homes in the Dunsink City Quarter has been approved by Fingal County Council.

The 435‑hectare scheme, located inside the M50 between Castleknock, Blanchardstown and Dublin city centre, will create a sustainable urban community with schools, parks, community facilities, employment opportunities and supporting infrastructure.

Over four council meetings, elected members considered the chief executive’s report on submissions and amendments, and debated 240 motions linked to the draft plan. Some motions may still require further public consultation.

The adopted plan is organised around eight development areas, including the residential neighbourhoods of Dunsink East, Dunsink Central and Dunsink West, a Cultural Quarter centred on Dunsink Observatory, and a new Regional Park and Recreational Hub on the former landfill site.

Transport proposals feature enhanced links to Ashtown and Navan Road Parkway railway stations, provision for future public‑transport investment, local bus services and an extensive active‑travel network connecting communities to rail, greenways, parks and amenities.

Fingal County Council has already secured more than €20 million in Housing Infrastructure Investment Fund (HIIF) funding to upgrade the Dunsink lands, supporting the delivery of the initial phase of up to 2,500 homes and the required community infrastructure such as centres, childcare facilities and schools.

The council will now review the adopted amendments to determine whether any constitute material alterations to the draft plan.
