Donegal Council urges Minister to confirm timeline for interim Building Standards Agency

A motion demanding the Minister for Housing confirm when the interim Building Standards Agency will become operational was passed unanimously by Donegal County Council on Monday.

The motion, tabled by 100 % Redress Party Councillor Joy Beard and seconded by Councillor Denis McGee, will be forwarded to the minister and all local authorities. It notes that the European Commission has opened an infringement case against Ireland for failing to carry out market surveillance on construction products.

The council highlights that the interim agency was slated for establishment between July and December 2026 and asks the Minister to specify its start date, staffing budget, inspection powers and a programme for independent, proactive testing of construction products, including aggregates and concrete at source.

It also calls for the publication of Ireland’s commitments to the Commission and a funded timetable for the independent Building Standards Regulatory Authority.

Councillor Beard warned that current market surveillance is “far too relaxed”, with oversight reacting only after building failures occur. She urged proactive surveillance, transparency and enforcement to prevent defective products reaching the market.

Anne Marie Conlon, Director of Housing, MD Services and Capital Projects, said the council was pleased to convey the motion to other local authorities.
